Analysis of Financial Management and the Role of the School Committee in Improving the Effectiveness of the Educational Budget at SMA Negeri 5 Sumatera Barat

Abstract

This study examines educational financing management, the role of the school committee, and the factors that support or hinder efforts to improve budget effectiveness at SMA Negeri 5 Sumatera Barat. The study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation involving the principal, the school committee chairperson, the School Operational Assistance (BOS) treasurer, an honorary teacher, and parents. Data were analyzed through data reduction, data triangulation, and conclusion drawing. The findings indicate that educational financing management is implemented systematically through planning, implementation, supervision, and evaluation. The primary funding sources are the School Operational Assistance (BOS) fund and contributions from the school committee. The school committee effectively fulfills its advisory, supporting, controlling, and mediating roles. Financial management is conducted transparently and accountably through the preparation of the School Activity and Budget Plan (RKAS), the use of the ARKAS application, and the Nagari Cash Management (NCM) system. However, several challenges remain, including limited funding, delays in BOS fund disbursement, a relatively small student population, and rising costs of goods and services. These challenges are addressed through budget adjustments, improved coordination, and active support from the school committee and parents. Overall, well-planned, transparent, and accountable educational financing management, supported by an active school committee, contributes to improving the effectiveness of the education budget.
